This issues is generally dependent upon where the custody decree was issued.
From a general perspective, legal custody of a child means having the right and the obligation to make decisions about a child’s upbringing and well being. A parent with legal custody can make decisions about schooling, religion, and medical care, for example.
If you use the above definition as your basis, then one could make the argument that the other parent cannot do the things you listed.
Keep in mind that a rigorous adherence to this depends on how the parents interact with one another having the child between them. From a non-legal standpoint, parents bickering over what decisions they can and cannot do may have an adverse affect on the child.
