Can I file a civil lawsuit against my mother’s boyfriend due to emotional & physical abuse he has caused her and her family?

He has threatened to kill her with a scissors ( he was arrested for that). He has threatened to lock her up in a garage in the dead of winter. He has threatened to let the air out of her car tires. He has threatened to rip up her clothes. I can go on with this list. Please advise.
